New York Solar Market Overview

Full State of New York: Net Metering Policy

  • 1 for 1 Net Metering: Every customer receives 1 KWH for 1 KWH produced. These credits carry forward for 20 years.

  • Non-cashable Credits: Customers cannot cash out these credits.

New York Solar Market Breakdown

New York is divided into three major markets:

1. Long Island (PSEG Territory)

  • Current KWH Rate: $0.23 - $0.26 per KWH.

  • Incentives:

    1. Federal Tax Credit: 30% of the total system cost.

    2. State Tax Credit: 25% of the total system cost (capped at $5,000).

  • Competitive Selling Price: $3.10 - $3.30 per watt.

2. Boroughs (Bronx, Queens, Brooklyn, Staten Island)

  • CONEDISON KWH Rate: $0.42 - $0.47 per KWH.

  • Incentives:

    1. Federal Tax Credit: 30% of the total system cost.

    2. State Tax Credit: 25% of the total system cost (capped at $5,000).

    3. NYSERDA Rebate: $0.20 - $0.80 per watt (based on income level).

    4. Property Tax Abatement: 30% of the total system cost, spread over 4 years.
      Example: For a $30,000 system, $9,000 abatement is received over 4 years ($2,250/year).

  • Competitive Selling Price: $3.60 - $4.00 per watt.

Key Boroughs Considerations:

  • Flat Roof Setup: 6-foot roof edge setback required on the front and one side.

  • Canopy System: Avoids setback requirements; arrays must be 9 feet above the roof.
    Note: Canopies are not allowed in historic districts.
    Check if the property is in a historic district here.

3. Greater NY Area (5 Utility Companies)

  1. CONEDISON: $0.37 per KWH.

  2. National Grid: $0.185 per KWH.

  3. Orange & Rockland: $0.26 per KWH.

  4. Central Hudson: $0.26 per KWH.

  5. Rochester Gas & Electric: $0.185 per KWH.

  6. NYSEG: $0.185 per KWH.

  • Incentives:

    1. Federal Tax Credit: 30% of the total system cost.

    2. State Tax Credit: 25% of the total system cost (capped at $5,000).

    3. NYSERDA Rebate: $0.20 - $0.80 per watt (based on income level).

Low-Income Approval Process (Boroughs & Greater NY Area)

  • Rebate Eligibility: Households below the income threshold may qualify for an $0.80 per watt rebate.
